Default 5000 rpm

ok this is the problem, I have a honda civic 98 lx manual, I bought it with its original d16 engine and Y7 manifold because I bought the skunk2 manifold compatible with this engine, because I already mount the manifold and all its hoses where they should superbly go Well, turning it on at one goes to 5000 rpm, my head hurts to think what the fault would be, if someone could help me, I would greatly appreciate it
I removed the cable and low to 3000 revolutions

Check if your throttle cable is too tight. If it is loosen it where the cable has a little slack but not too much. Also check for vacuum leaks with throttle body cleaner.

Spray some throttle body cleaner around the intake with the car running, if it drops idle you have a leak // also check and make sure you don't have the wires swapped on the throttle body
