Default 92 civic hatchback b16a clutch issue

I have a 92 civic hatchback with a 1st gen b16a swap, s1 transmission with a cable to hydro conversion. The clutch pedal was going to the floor and you could pump it up to regain some clutch travel, so I replaced master and slave with no results. Eventually it stayed on the floor, I found the clutch arm that the cable normally pulls to disengage the clutch is at the end of its throw butted up against the case of the transmission. I inspected the fork and arm and nothing appears to be bent or broken at all. Replaced the pressure plate and the same result, the arm moves through 95% of its throw before the throw out bearing contacts the pressure plate. Any ideas what I should be looking for here?
