You should not be mixing and matching harnesses anyway. The best route is always to use your factory engine harness and make the slight modifications required to make it work.

2001 station wagon .it has a h23a engine that blew and i swappd a f20b into it an it has the factory harness an factory ecu ...an I've swapped the intake manifold ...I've put the h23a on to the f20b ....it starts an runs just won't Rev up
Ah, right. I was thinking you were referring to a USDM vehicle.
I see the stock H23A ecu as one potential issue. The H23A is 15% larger in displacement than the F20B and requires roughly that much more fuel as well. So you're probably running very rich with the H23A ecu.
