Default IACV Honda civic 1998 d16y8 a/t

I'm having trouble with the iacv. If i plugged the hole for the iacv the car idles fine ,even if I disconnect the iacv while having the hole covered it stills idles fine. If I let the hole uncovered the idles start going to 2krpm and 1krpm up and down. I already changed the iacv valve and checked for vaquium leaks. Is it possible that the iacv is not getting voltage? How do I get it to get voltage? Is the ecu not reading the iacv?

It sounds like your base idle is to high. Consult the service manual, but if you can unplug the iacv and then turn the idle screw clockwise and this reduces the idle, continue turning until you get lik 450-500 rpms, then plug in the iacv and see what happens. If it returns ti 750ish, there u go.
