Default Cel issues

Okay, so i felt like the car was running rich, and i was pretty sure it was the oxygen sensor but I wasn't throwing any Chick engine light so I decided to jump the post to see the light code and it's pulling a 41 which is the oxygen sensor heater, so it was the o2 sensor. My question is, if i can pull that 41 code, why wasnt my cel on?

Does it come on for a few seconds when you turn the key to the second position?

CEL isn't on but you pulled a heater code, not possible.

So you have a wiring issue, best make sure its not crossed or burnt somewhere. Start with the location of the o2.

I replaced the o2 sensor, and the code went away, but that still leaves the fact that the code wasnt triggering the cel, and the bulb for sure works and is communicating with the ecu because i could read the flashes for the code.
So the question still is, why didnt the code turn on the cel?
Also, i had a bad misfire from a bad spark plug, and it too didnt throw a cel

There are no misfire codes in the OBD-1 diagnostic system. Have you reset the ECU ???

Remove and replace the ECU and Back Up fuses under hood, disconnect the ECU and plug it back in, or disconnect the negative terminal on the battery and reconnect. Regardless of how you choose, wait at least 30 seconds in between removal and re-install.
