Default RPMs dropping & Compressor won’t kick on

I have a Honda Accord 04 which recently had a new ac compressor and clutch put in. The AC worked for 3 weeks until adding more refrigerant and too much was put in. Used to the detached hose to drain some of the refrigerant which after 10 minutes the AC started working again. 12 hours later the compressor would try to run but wouldn’t click on and would keep trying to turn on. Sometimes it would work, most times it would not and would just keep trying to kick on. Now the RPMs are slightly dropping/fluctuating while the compressor is trying to click on. There were no problems prior to the extra refrigerant was put in. What could be the issue? Is there any fix??

What brand AC/clutch? If it's a cheap remanufactured aftermarket then it might be seizing again.
