Default Uhhhhh. Timing belt Walk?

Okay. I see all kinds of posts but never one specific to my motor for some reason. (Cliche start. I know.)

d15b7 head and block. Did a swap because I blew up my d16y8.

The d15b7 runs fine. Its in time. It's all good. EXCEPT..... my timing belt. Keeps. Walking. Off. Everything. The cam, the tensioner, the water pump, the crank. And its immediate. If it weren't for my Harmonic Balancer? It would've flown the hell off.

How do I fix this? Brand new OEM water pump. Tensioner. Crank and cam were not replaced or bent. What. The. Actuall. F#@&?!

I might add, I put decent tension on the belt and then tightened the ever living **** out of the tensioner. So.

Sounds like the crank washers were missed. On the D16Y8 there is a crank sprocket for the fluctuation sensor that prevents the belt from walking. On the 5th gen motors there is two washers, one behind the crank gear and one in front. These washers keep the belt in place.

Also what tooth belt is on the B7? should be 106 tooth.
