'95 Integra, no throttle input while driving/dies

Hey guys,
I rescued a 95 gsr from a barn, no drivetrain. Swapped in a itr swap from a 97, it was running and driving pre swap. What I did with the gsr chassis was drain the fuel tank and changed the filter. Engine is a bone stock c5 running the oem p73 odb2a ecu, jumper harness from speed factory (reverse jumper, chassis is obd1 ecu is obd2a) Added the wires for the second o2 and ckf sensor, wires were de-pinned from another harness and added into the factory loom, no splices (tedious but factory looking now).
While driving throttle cuts out, I can press the pedal and nothing happens, then it will come back. No back firing, no spitting, coughing, greenish yellow discharge. Instrument cluster does not go all wacky inflatable arm guy, rpm display drops but comes back when the engine runs. Can't recreate it at idle, happens all different rpm, different speeds and does not matter if throttle is at 10% open or 100% open. Just cuts out anywhere from half a second to 3 seconds then drives fine.
Swapped distributor for a known good one, same issue, swapped ecu's and same problem. I am going to check all the grounds and make sure they are tight and no corrosion, I will also swap the filter again, just in case there was some gunk in the lines.
Main relay was already changed, this issue doesn't have the symptoms of the main relay issues.
