Default Belt Tension

Does anybody know how tight the power steering and alternator belts should be. I've been told to grab the belt in the middle from the longest point from the pulley and it shouldn't turn more than 90 degrees. So in my 99 honda civic lx the longest point would be and the easiest to get to is underneath. I dont know if this is correct or not. Nothing about this in my manual.

You push from the middle and it's not supposed to move more than 1/2". Either way if it's too loose or tight you'll know. Too loose it's gonna squeal and slip, too tight it's gonna make a hum/whine.
