I have an 89 HF that has 176k and need some help diagnosing an issue with hesitation that has now developed into the engine not being able to rev. Here is a list of parts that have been service or replaced:
Oil and filter change (5w30)
Plugs (NGK BCPR6E 1mm gap)
Wires (Altrom Ultra-8)
Distributor (Autozone)
Engine additional ground kit (eBay)
Fuel filter sock in tank (Bosch)
Fuel filter can on firewall (Autozone)
Air filter (STP)
Fuel injectors (removed and tested)
Timing checked at 14 degrees.
Fuel pressure tested (30psi vac connected and 38psi vac disconnected to fuel regulator) when I was able to rev it.
I am thinking I am down to the fuel pump, fuel regulator, fuel pump relay.
I can hear the pump cycle, so I do not think it is the main fuel pump relay.
I went to get it CA smogged yesterday and it failed low speed HC but passed High speed HC.

Well problem solved:
A+ to those who called it as a distributor failure.
Installed my replacement dizzy and it fired right up.
Thank you everyone for your help.
Oh and I found out why I did not pass Smog. The cat internals were nearly non-existent. Really cool though that it passed high rpm emissions with basically no cat and a failing distributor. Thanks again.
