Just for clarification, brake lights are different than tail lights. Brake lights suppose to come on when the brake pedal is depressed. Tail lights come on when the headlight switch is turned to headlights or parking lights.

Is it only the brake lights and/or tail lights?

Have you inspected the brake light switch at the pedal?

The cause may be due to a faulty brake light sensor or wiring there. The high mount brake light (used for your spoiler) circuit doesn't run through the brake failure sensor, while the left and rear brake lights circuit does run through it.

Try this, locate the brake light failure sensor, then unplug the connector. With a small paper clip or wire, jump cavity terminal no. 1 (Wht/Blk wire) to cavity terminal no. 3 (Grn wire). Depress the brake pedal, does the left and right brake lights come on?

The brake lights are not working on my '95 Accord LX wagon, and I have been unable to locate the brake light sensor, as only the locations for the sedan and coupe (as shown above) are mentioned online. Can anyone tell me where the sensor is located on a 5th gen (1995, again) wagon?

I have power in the WHITE/YEL wire leaving the fusebox underhood, but no power at the same wire at the connector to the brake light switch. Possibly something else causing the loss of power to the brake light switch connector, but horn works fine (shared fuse and power with brake light power) and I'd like to at least inspect the brake light failure sensor first if I can locate it.
