Brake booster vacuum leak?

Default Brake booster vacuum leak?

95 civic hatch d15b7. Car will rev by itself to 1k or so. I can hear hissing air under the brake pedal, so I assume the booster is bad, but it passes the booster test in the factory service manual. I cleaned iacv before discovering the leak and there was no change. Anything else I should check before replacing the booster? Need to pass smog really soon and I won't if I can't get it to idle correctly

Disconnect the vacuum hose from the brake booster and block the end (It's OK to just cover it with your thumb). If the engine then idles normally, the booster is bad, replace it.
