Default Auto to maunal swap 1500 rpm bounce! Plz help

So I've been doing a auto to manual swap on my 98 civic. That being said I've done everything for the swap like swapping to a manual intake manifold and got a manual ecu. The car starts and idles fine. (around 800 when warmed up) I have NO IDLE PROBLEM! But When I give the car gas it gets up to 1500 rpm and starts bouncing between 1500 and 1800 rpm. (only when I give it gas) I tested two different throttlebodys and two different iacv. (I had two intake manifold but one was a y7) i cleaned both iacv and tested them still have the same problem. I have also looked for vacuum leaks and found none. Since I have two throttle body I would guess one of the tps would be fine but I don't have a multimeter so I cant test either of them. I'm at my wits end here anything will be helpful. Thanks if you can come with anything!!

If it is an EX you need to rewire the harness at both the ECU end and the engine end for the two-wire IACV. And you need a multimeter.

Does the car drive OK once you get out of the "off idle" rpm range?

yes it is an ex and I did do the two wire for the engine bay but not the for the ecu do you have any idea on how to do that? Driving wise the car jerks and hops and bounces when i get to 1500 rpm but when I give it more gas it’s fine it’s really rough cause the jerking and bouncing but once I get past it it’s fine from what I can tell but I have avoided driving until I could figure out a fix I’ll look into the ecu wiring thanks for the info
