Default Delay in throttle response at 2500 rpms

2002 Honda accord LX 2.3 vtec automatic.

I bought this car from an auction last June with a bad transmission. After replacing the transmission and doing a major tune up, it still has a problem that drives me mad. Say you're cruising around 2500rpms, and give it more throttle, it simply does nothing for about 2 seconds... it doesnt jerk or shake, and the rpms barely raise if at all. It just wont give you power, and then it all hits at once. It's my second accord with the same engine, and I know it's not normal.

Things I have done to try to remedy problem:

Throttle body and egr ports cleaned.
Egr valve replaced.
Replaced intake temp sensor that was reading poorly.
Full tune up, entire ignition system except the distributor assembly itself.
Adjusted throttle cable.

My only last thought is perhaps the catalytic converter is plugged. I remember having similar problems when the cat on my other car had the mesh break free.

Backprobe TPS.
Turn ignition to II(ON).
Smoothy open throttle to WOT while watching voltage change, it should be a smooth linear change in voltage.
With a vacuum pump, verify voltage change is linear with change in pressure. ~.5V/5inHg.
Did you clean the EGR port in the upper plenum?
Verify engine harness ground, bonding jumpers, and battery cables are intact, clean, and tight.

Throttle body and plenum were removed and cleaned when I swapped out the EGR valve.

I read the TPS data with a scanner, and all was well.

The battery cables are both new, and between doing the timing belt and transmission, all the grounds were removed and cleaned. Battery is new, alternator new.

This is why its driving me so crazy. I feel like I've covered everything, and nothing has changed.

VTEC activation is based on rpm and load.
The 'hits all at once' is when the VTEC activates which allows more air/fuel into the engine. If the catalyst was plugged the engine would plateau and more than likely lose rpm, not just delay.
Check your timing belt, if the tensioner has loosened the car may act like an engine with turbo lag(retarded timing). Which is what it sounds like.
