What makes you think the ECU doesn't work? Could you pull one from pick n pull or another local junk yard? Try Ebay?

Thanks for you comment. I connect my ECU to another Accord identical to mine and shows the same fault. In EBay I can t find my especific part number (37820 POA A52). In Braman Honda Miami they asked me $1.000 for an ECU 37820 POH. I don t find Pick n Parts in Miami. Do you know any where?

Inspect the pin connection at the PCM. It may just be a loose/faulty pin that needs some TLC, rather than paying for another PCM.

How did you determine it was the PCM and not simply one of the pickups for the ignition system?
The PCM isn't savvy enough to know when a sensor is bad when cranking. You can have a bad TDC sensor, crank the engine, it will not fire, and the PCM will not set a code.

CKP does the FI timing for injectors and also the pickup for reading rpm(tach).
TDC determines ignition timing at startup, and determines if timing of the senors is correct.
CYP determins CYL #1 position and correct timing of the sequential fuel injection timing.

On 95 an older these sensors are all inside the distributor.
On 96-02 engines the CKP and TDC sensors are moved to the crankshaft, and the CYP sensor is alone in the distributor.

If the PCM does not detect the above sensors then it will not fire the spark or injectors to start the engine. This is the way the PCM determines if the engine is actually cranking and requires fuel and spark.
If it does not pickup any signal during cranking it does not always set a code.

Also, if the ICM has gone bad then there will be no spark or rpm reference given for the PCM to activate the injectors as well.

When cranking the engine, does the tachometer work?

Thank you very much Mad_Mike. I specify the case: It is an Accord EX RL 1996 4 Cylinders VTEC 2.2Lt. Automatic Transmission (Honda Of America) Yes, I can crank the engine.
The only way it works is to bring the key from point 2 to 3 naturally (without going back to point 1) three or four times until the light of chek in turns on and the moment starts normally.
The tachometer works correctly.
Regarding the sensors, first change the distributor and did not change the situation at all. As I wrote before, connect my ECU to another Accord and the same thing happened.
That's why I think it's an internal problem of the ECU.
I'm very disoriented. I do not know what to change
