Stuck idle air control valve on the throttle body. They get carboned up and can't spin freely.

Has regular maintenance been performed? Like valve adjustments?

Do you have a scan tool that shows details like manifold pressure and fuel trims?

I have a cheap I pocket scanner
we are the second owner so I assume some basic maintenance has taken place
it appears to have been well taken care of
but I doubt valve adjustments

Hard to diagnose without more information. Could just start throwing parts at it but that gets expensive quick. Might be worth the $100 diag at Honda.
