I have a 1995 Honda Accord that has an issue with the Windshield Wipers. The wipers just come on randomly without me turning them on. I have replaced the switch arm on the steering column and the wiper motor. The wipers still turn themselves on and the only way to turn them off is by pulling the fuse. Are there a relay fuse somewhere or is it something else? Thanks for any advise.

Its possible your ICU has a failing capacitor or there is a wiring fault/short.

 

Thank you, but call me dum. What is the ICU? So can I rule out the Wiper motor relay?

 

I dont know what the delay relay is, because the ICU is the little computer that controls things like chimes, wiper delay, corner lights/blinkers. On most civics/accords of this vintage the ICU is mounted to the fuse block and typically colored blue or brown depending on version.
