As mentioned my cigarette lighter works as its original intended purpose but if I plug in a phone charger (various ones) it charges my phone (and previous phones) maybe 5% in a full hour of driving. The car is a '95 EX coupe. Also everything fits in quite loosely into the socket.

is this a common problem?

Should I just replace the socket or is it likely a deeper electrical issue?

I do have an Unorthodox underdrive pulley on my H22A in the car, maybe irrelevant, just throwing that out there.
