Cb900c high revs at speed

Cb900c high revs at speed
New first time bike owner here.
1982 CB900c, 15k miles. 4 into 1 exhaust with no baffles (stupid loud), air pods, dyna 2000 ignition, recent carb rebuild. all mods done by po.
bike runs great! However, it seems to be reving high. Dyna thinks the tach may be off.
60 mph, 6k
70 mph, 7k
80 mph, 7k.
idle 1800.
i have tried both high and low gears.
is there anything that would make the bike rev this high? Could it be that the tach is off?
