Default 94 honda civic obd1 car, swapped d16y7 wont rev over 5500rpm

I swapped a d16y7 into my obd1 car and I'm running everything from my d15b7 and it wont rev over 5500 rpms and I've tried different ecu's it has a d15b7 dizzy I'm not sure what the issue could be, could it be I need a d16 dizzy or bad dizzy wiring?

You should use all OBD1 parts. Swap only the engine itself. Keep all the OBD1 controls, manifolds, distributror, etc.

If the CEL is on for any reason, that is limp mode and a lower rpm limit is imposed. Resolve the problem that is causing the code.

If the CEL is not on you should consider the possibility the tach is wrong. At 70 mph in 5th gear, the rpm should be about 3000.

Having the cam timing wrong will really dog the performance including preventing revving up fully but the magic number there is usually 3000 rpm.

It dose have all the obd1 gear on the engine and there are no cel codes that pop up, and the engine is all in timming.

Check the rated flow of the Y7 fuel injectors. You might be trying to run 170 cc injectors on a 240cc system if you've retain that downdraft Y7 manifold and components. If B7s fit rail use them instead. If not fit install entire b7 manifold or better yet an iacv Y8, I think for automatic trans?

This is where I was leading when I asked about the VTEC crossover point... although there wouldn't be one on a D16Y7. Inaccurate tachs are VERY common in the 5G Civic's... and these devices are not getting any younger. The failures will become more common.

I recall someone had a similar issue swapping in an obd2 engine into an obd1 car. He raised the white flag.

Yeah, I was checking mine today vs. Hondata - about 500 RPM off at 2,000 RPM. I'm thinking of pulling it out and replacing the capacitors, then re-calibrating it.
