I'm having issues with my '99 Civic SiR that is not triggering a check engine light.

I can't get it to start. It has a new battery (alternator is confirmed to have been good) and the engine is cranking, but it won't catch while turning the key in the ignition and the battery light is flashing. This was proceeded by and probably related to a loss of horsepower issue on the highway where all of a sudden the tach would go to zero and the only way to get the car running properly again was to turn off the ignition and restart the car.

Potentially related issues that were fixed in the past year include:

• Driving without being able to go above approximately 3500rpm. Check engine light came on and error code was for a crank sensor. Entire distributor assembly was replaced which included a new crank sensor
• Another check engine light was attributed to an oxygen sensor that was replaced. Last year I had the same loss of horsepower issues that I thought had been related to the oxygen sensor, but perhaps not since the loss of horsepower issues are back.
• Wire set and new spark plugs done in 2015

I'm not certain if this is fuel system, ignition system or maybe even air filter related (AEM CAI air filter has not been replaced in many years now).

Has anyone run in to similar issues so I can get an idea of what to tell my mechanic?
