I have a 2010 Civic, the hood release cable is stuck, is there a way to open the hood from the outside of the car...

 

I had the same thing happen to me on my 1999. The cable broke. Working through the grill with a socket and long extension, I was able to unbolt (three bolts) the latch mechanism from the frame and lift the hood with the latch attached to the hood hook. I don't know if the 2010 is similar but it worth investigating.
