Default Ecu issues

I bought a car from a guy and it's a 97 civic with a b16a 5speed obd1 swap. The car ran fine for 2 days and the fuel pump would never come on so I traced it back to the ECU.. it had a P28 (not chipped). I was told that the b16a runs a p30. Anyway, I bought a p30 and hooked it up and it fired right up but now it seems to bog down, spit and sputter the more throttle I give it. I'm getting a CEL but no codes when I jump the diagnostic port..My question is does the p30 have to be chipped as well?? I bought this car for a work car so I dont care about performance but I want it to run like it should.

Jump the service connector and watch the CEL blink to pull the codes.

That's what I did I couldn't find anything burnt or any leaking capacitors, nothing obvious anyway.
