What would cause a no CEL condition.

Default What would cause a no CEL condition.

Engine was swapped from an F22B2 to a F23A. Original ECU (OBD1) and wiring harness. Key in ignition, I get SRS light, brake light, seatbelt light, headlights and radio works but no Check Engine Light.

Any kind of help is much appreciated. I don't get the battery light either.

Does the engine run? Is the alternator charging the system or are you only reading battery voltage? Is there an excessive amp drain when the car is off, put a volt meter inline of the Neg cable and battery terminal.
Are you sure the lights were not blown before the swap? Verify they are not blown.

Everything was running/working before the swap. Since I put the F23a in I get no spark, no crank, and no fuel pressure.

Battery voltage is good and I do not belive there is a parasitic drain, I feel like either the ECU is blown out or bad grounds.

Does the fuel pump prime?
Sounds like it could be a missing or bad ground. Did you ensure to hook the main ground back up to the intake manifold? The main ground is G101, located at the end of the upper intake manifold on the lower vacuum header bolt.
