Default 1980 Prelude with timing issues

I got this 1980 Prelude from my neighbor for free, its been sitting in her garage for 27 years, the last time it saw the road was in 1990, I have put new tires and belts and hoses on this car, but the distributor was off when I got her, I have never seen a dizzy like this before, it has a couple different adjustments to be made and I am not sure where to start, I have tried to put it in where I think it goes but when she starts she rev's to 4500 rpms and stays there and when I shut her down a huge backfire , like a gun going off, can any of you help steer me in the right direction? thanks ...Johnnybgoood

It seems to me to be something to do with the carburetor.
Too much fuel which makes it rev high
And then when turning the engine off, it is still dumping fuel which causes the backfire.
This is my guess.

Procedure for installing distributor?
Don't know the design of the old distributors.
Know which cylinder is number one?
And it's firing order? Key off.
Remove the number one cylinder spark plug
Have someone put their finger over the spark plug hole
And manually crank the engine over until there is pressure in cylinder one
Move to the TDC timing mark on the crank pulley
Insert distributor so the rotor points to number one cylinder position
Tighten hold down bolt. Replace spark plug, cap on distributor.
Start engine and adjust the distributor by loosening hold down bolt
And turning the distributor in small increments. Watch timing mark with a timing light.
When about 5 degrees before TDC, tighten hold down bolt.
That is about all I can remember. Sometimes my memory is faulty
