Default Troubleshooting: No Power to 7.5 amp backup fuse. Diagnostic ideas?

Its a 92 accord 5 speed and as stated I have no power to the 7.5 amp backup fuse. I have no power to the 12v onstant to the radio the clock doesnt work and neither does the cig lighter. I'm pretty sure lack of power to this fuse means the ecu resets everytime I turn ir off. It idles high for a long time (learning values????) But once it idles down its fine.

I need someone to point me in the right direction and tell me what the color of this wire is for this and what exactly im looking for. Thanks. This my first post so if its in the wrong place apologies.

If one fuse test tab has battery voltage and the other has 0V, then the fuse is blown.
