Default Replaced head gasket. engine will crank no start.(Video)

Okay my 2007 Honda Accord overheated recently because my upper radiator hose popped off. It eventually stopped starting. It would crank almost as if it wanted to start but it would not turn over. Smoke was also coming from the radiator cap when I tried to crank it. I took it to one mechanic and he said it was my crankshaft sensor. After spending a day trying to get it to start and replacing the crankshaft and camshaft sensors. The car still would not start. He put the old sensors back on and charged me for a diagnostic..

I had another mechanic come to look at the car, and he immediately said it was the head gasket. Now I had coolant mixed in with my oil. I let him replace the head gasket.and now the car won't start and it's cranking worse than before. At first it sounded like it almost wanted to turn over but wouldn't. Now it's sounding like it's cranking but not really in the mode of turning over. Only the serpentine belt is turning the pulley and nothing else. Any idea what could be causing this? The mechanic said the timing is off, and I should just buy a new engine. I told him he should fix it because he was the one who put the timing chain back on, but he refused. Is it the timing? And can the timing on the 2007 Honda Accord be adjusted? It's a 4 cylinder Vtec, 2.4L if that helps.

Here's a video of the sound if this helps:

im by no means a mechanic but i had my head gasket replaced and they replaced my chain at the same time... it has to come off for a head gasket replacement so if its off timing its all on them... make them fix it.
