I'm surprised because it should be an OBD2 ecu ... I guess it only speaks Japanese. Which state?

What gen accord? If the vehicle is 1995 or older the obd2 query may not be required. If its 96 or newer and its running an obd1 ecu, you have a problem. So what year vehicle and what specific box are you running? Alternatively you could move to a non snog county... btw I had to read the UT smog tech manual to get this information it's not on the state inspection websites.

It’s a 6th gen (98-02). The car is running (engine, tranny, harness, and all the computers, etc..) from the Japanese swap.

Ok, but when you swapped did you use a Japanese obd2 ECU or an obd1 ECU? Because if its obd1 your never gonna pass emissions due to the car being 96 or newer.... well probably shouldn't say never, but getting an exemption will probably be difficult

I know the mechanicals are very similar so maybe there's a chance that an H22 ECU would work. I would assume the maps are a little different but possibly close enough to pass inspection.
