Fan intermittently not working, and makes noise. Rear defroster not working. Help?

Fan intermittently not working, and makes noise. Rear defroster not working. Help?
Okay, this is the wrong season for fan/defroster problems.
But the fan only works intermittently, and when it does it makes a clicking related to RPM. It doesn't move a very large volume of air, either.
And the rear defroster doesn't work at all. The defroster light in the buttons does not come on either.
How would I troubleshoot this? Or is it better just to replace parts? If so, what parts?
It's been a looooong time since I had to do any vehicle troubleshooting(and that was all engine), so I don't know where to start.
