B18C swapped EG not getting spark?

I recently bought a 92 hatch with a jdm b18c swapped in. It started and drove when I bought it but I had to leave it sitting for a couple of days and when I came back the battery was dead and now it won't start and I'm at a loss.
It cranks but won't fire.
So far I've replaced the spark plugs, spark plug leads, icm, ignition coil, cap and rotor.
I tested the coil and it's getting power but once I put the cap and rotor on, there's no spark.
The fuel pump primes when I turn the key on and i can smell gas when it tries to start.
The ecu is a p28 with a chip.
Its throwing code 15 "ignition output signal"
I've I tried searching and tried checking everything I can think of. Any help is appreciated!

Make sure the distributor plugs are seated properly or a wire is broken/loose. Sounds like it's not getting voltage to the distributor.

If it's getting 12+ volts to the black wire with yellow stripe and it's not getting spark there's one of two possibilities, the distributor is bad or the distributor isn't spinning when the engine is being cranked (broken timing belt or broken ears on the distributor shaft) 90% of the time when I'm called to come diagnose a no start issue it's a bad dizzy, even seen it with brand new distributors from auto parts stores.
