Icon5 Weird Idle, Low Fuel Pressure

Hey guys, was wondering if anybody might be able to give me some pointers on whats going on with my car. B20B swapped ex coupe, It seems to have the typical Honda surge, and idle fluctuation. It likes to idle around 1500-2000, but randomly will drop to between 500-1000, and then pick back up again out of nowhere. Fuel pressure is low, sitting around 35psi, but when you turn the key on, it builds to just below 40, and then begins to drop. It has a new iacv, new gaskets, new fpr, new fuel pump, new filter, new injectors, the rail was cleaned before installation, and the main fuel line is brand new. I've checked all vacuum lines, and all caps to make sure they aren't leaking, as well as intake gaskets. Thinking it could be a sensor issue, ive replaced the TPS, map, and iacv, and it has a new ecu from HAMotorsports with their basemap for the b20. At this point, i'm not too sure what it could be, and i'd appreciate any help you guys could give. Thank you
