Low & High Beams (Headlights) - Weird Behavior (Not Working)

I am having some issues with my headlights. I have a 2003 Honda Civic (LX Trim), manual transmission, 1.7L engine.
When I turn the combination switch to the low beam setting (2 clicks forward), the high & low beam filaments turn on (both sides). When I push the combination switch forward/backwards (the high beam setting), the headlights turn off (both sides).
I have checked all the fuses & relays and they all work. I have checked the lightbulbs using a power supply and they both work.
I have not checked the wiring yet because that is a lot more effort to do and was wanting to post here to see if anyone can think of anything else I can check before I do that? I have a Haynes Repair Manual and have the schematics (the relevant one is shown below):
So something in the switch is turning on low and high at the same time. That, or you have the wrong headlight bulbs. Your bulbs should have 3 prongs, that would be the easiest thing to check.
There was actually a recall on this several years ago, some 01-03 Civics had issues with the connector on the back of the stalk burning out. Might be worth looking into.
