Security Bolt (How to Get Off)

How do I get this sucker off? I saw somebody online recommended a chisel and hammer. Another guy said to drill it. What do you guys think?

Either way. I just use a center punch and hammer, off in a few seconds. Mark a spot near the outer portion with the punch, then tap the punch in a counter clockwise direction.
