S techs or any lowering spring isn't really going to focus on handling improvements or body control too much.
Overall setup is more important than what you buy.
Street Basis is a decent kit. Don't plan on lowering it too much. They are also soft entry level equipment.

Probably get better answers if you say your budget and how low you trying to go, and maybe what you plan to use the car for, daily, autocross, being hellaflush, etc...
I don't think too many people use the setups you mentioned
I myself have GC/Koni on my 93 si with 380/380, I like it, handles neutral, not my daily, but could daily it if I wanted to, plan to start off with some auto crosses and maybe a track day or 2

I'd probably opt for GC/Koni and not lower it more than about 1.25" to 1.38".
If you want to lower more than 1.38", Tein Flex Z is the next best thing in your range.
The Tein surface finish will also hold up in Canadian weather MUCH better than Koni/GC will.
