Default Civic 2013 transmission

I have a 2013 civic ex with 70,000 miles on it. I bought this car with around 55,000 miles on it and got the transmission fluid flushed around that mileage because after a month or so of driving, it seemed to shift roughly. After the fluid flush, it seemed to be shifting better. If I accelerate hard, the transmission shifts pretty smoothly to me. HOWEVER, if I am accelerating slowing, the transmission seems to hesitate sometimes quite a bit. Sometimes worse than other times. Sometimes not at all. Today I was driving in bumper to bumper traffic on the interstate when I was going around 15 mph and barely hitting the gas. My rpms starting bouncing from 1000-1500 a few times and the car felt like it was almost fumbling the gear. Is this something of concern? Is my transmission slowly failing? Or is this a common thing?
