The flashing green key light is related to the Immobilizer System.

Has the battery been tested?

How are the battery connections?

Low battery voltage can cause what you're describing.

Update:

Honda Key FOB’s, Learning the hard way.Started with me replacing a battery in one of the FOBs of the ’09 Accord I just purchased. (Sweet car, 1 owner, LX 5spd with 50K Miles) I made the mistake of using isopropyl alcohol and Q-tips to clean all the key grunge in the housing and on the mini circuit card when I had it disassembled. This accidently wiped the original code from the FOB. After chasing down a Lock Dr, and $35 (cash) later, I got both FOB’s reprogramed again. I guess you can’t reprogram just one of them to be same as the other FOB’s code, so they both got reprogrammed to the car to be the same??
I hadn’t accounted for Valet key. If the Locksmith told me my Valet key would not work since I had not brought that along with the two FOB’s for programming, I wasn’t listening.Hence my problem, approximately 1 month later, I was just trying to move my car in the driveway. I simply grabbed the Valet key to do this. The car sometimes started and died or would just crank without starting. I thought this key was just mechanical and hadn’t realized it must also have a chip. Since the Valet key doesn’t have a battery like the FOB’s, I hadn’t realized this. I proceeded to troubleshoot battery grounds, my MAP (Mass Air Flow) Sensor, Ignition Switch, and other potential problems for my issue. I realized from the research and finally seeing that my green key idiot light was flashing during the start attempts, while suspecting my ignition switch might be the problem. Once I finally grabbed a FOB key to start it, I realized the car was just fine, it’d start and run with both the key FOBs. So the problem was my Valet key all along. Unless the locksmith will reprogram my Valet key for free, I’m thinking of just keeping this key as a door opener only, in case I have a 2nd party that would need to access my car. I can’t think of anything else it’d be useful for?? Grrrrrrrrr to electronics that I don’t understand.
I don’t even know if my Valet key can be reprogramed without having to reprogram both the FOBs again??? I’m still learning.
