Default Bouncing RPMs/stutter just under 3000K

Hello all. I have a 2000 manual with a built motor and a turbo setup. The built motor only has about 3,000 miles on it. I've been experiencing a problem with stutter and bouncing RPMs lately. There are no issues at idle, but while steadily driving anywhere from 25-45 mph, and mostly in any gear, at around 2800-3000 RPMs, the needle will steadily bounce up and down throughout a 200-300RPM range and the car stutters while doing so. Anything over 3000, there is ZERO issue. Just to rule them out, the IACV is a converted 2-wire (for OBDI compatibility), the fuel pump is new (a Walbro 255), new ID 1000cc injectors, wires, plugs and a boat load of other performance parts. I've read a few posts online that point to a distributor issue. Can anyone shed some light on this as to a starting point to diagnose or is this a common problem any of you have experienced?

my first guess would be to take it to a tuner and have them look at the air fuel trims

Im having the same issue as you bro. My 95 Accord ex manual tranny has had the engine rebuilt as well about 4 years ago, Ive swapped out my iac valve, egr valve, my fuel pump and strainer and fuel filter in 2015, my oxygen sensor, just recently put a used throttle body from another 95 accord ex... I dont know where to look for the problem now... if you and anyone else have any advice, they will be heavily appreciated

a bouncing tachometer normally points to a bad icm

if the distributor is original I would just swap it out with a new name brand

ive swapped out my distributor already early this year. You think its the Ecm then?
