Your tach needle mught jump around. I had that problem and linked it to my distributor. Ending up being a bad ground.

I thought my tach was messed up too, just turned out to be a fuse.

lets see:
-spark plugs were white, which means its running lean, if not detonating
-car idles rough when i drive
-car stutters and bogs during idle, sometimes its cool, but constant bogging
-if i start my car and leave it at idle... it will be cool for a few minutes until it warms up and then boggs like crazy again
-feels like i got a 2step revlimiter built in (not a good thing)

I had my car bog while driving around 2-3K rpm..actually sounded like a 2step like you said. Turned out to be ignition coil failure.

I've always had boggin, not as bad as the coil, and changing the spark plugs cured the problem.

I'd start with the cheapest...spark plugs. Then if those don't work, dist.rotor, then coil, ignitor, etc.
