Technically no, it's just that way from the factory. Back in the day it used to be common place to install breather on the valve cover at that location.
Lil story on why proper vacuum for the engine is necessary, My cousin over filled his car with oil because he refused to fix a damn leak. He couldn't figure out why that hose from the valve cover was spitting oil outwards so he ran a hose to the ground. pcv got clogged but still....no ***** given. Blew more seals than he could fix in time. D series was just covered in oil in all the hard to reach places. The end.

A) connect a small breather filter (found on ebay) to the valve cover, and block off the port on the intake pipe if you have one, or
B.) connect a rubber hose between the valve cover and the intake pipe

the bottom of the hole in the intake is blocked off so the intake wouldnt suck the air
