95 Civic SRS & C.E.L. constant flashing. Need help!!
Hey guys I gotta bone stock 95 Civic EX coupe. 5 speed and has some cheap alarm on it if any of that info helps understand the issue better. It's been throwing a C.E.L. code ever since I bought it which was about 2 weeks ago. I finally attempted to check what the code was and when I used the paper clip method. I noticed the SRS light constantly blinking and also my c.e.l. as well. The c.e.l. stayed blinking at a constant pausing speed (not the fast blinking style like it would normally do when giving a number code). It stayed blinking slow for very long didn't seem like it would stop and blink fast at all. So I have no idea what to do. Did a little research and some people said my ecu might be bad? Need help and advice would surely be appreciated.

It's most likely related to the ECU. However, first try an ECU reset:
1) Disconnect negative cable terminal from the battery
2) Turn on headlights and press the brake pedal a few times to drain any residual charge.
3) Turn of all electronics: headlights, radio, dome light, etc..) and then wait five minutes
4) Reconnect the negative cable terminal to battery
5) Start the engine and let it idle (all elctronics still turned off) for 15 minutes.
6) Shut off engine, wait one minute, then restart the engine
Hopefully this will solve the issues and if not (at your discretion) try resetting the SRS light as shown in the video below followed by another ECU reset as I described above.

The CEL should never flash unless the test jumper is in place. It will be either on or off. The SRS light also never flashes trouble codes, even with a jumper (SRS trouble is checked other ways). It should be either on or off.
This suggests there could be a fundamental power or ground problem that is making the whole system intermittent.
