2009 Civic left front turn signal blinks fast

Default 2009 Civic left front turn signal blinks fast

Things I’ve done , replaced all bulbs, checked all fuses, checked loose wiring yet left turn signal flashes fast. Hazard blinks in normal speed. What I noticed is left front bulb has two filaments one for parking light the other for turn signal but only one works for both turn signal and parking light so what I mean is that when I turn on my headlights the correct filament turns on, while the headlights are on i then turn on the left blinker and the same filament for parking lights starts to flash instead of the other filament. So I checked the voltage and I don’t get 12V out of the socket but I do get 12 V from the right side. Please help !

Bad ground on that corner? Maybe a pin in the plug pushed back?
