Default Freon low due to low side pressure is in a vacuum

I have a 2000 Accord Coupe pushing 200,000 miles and just had the shop add freon, which not to my surprise, another recommendation, this time to replace the expansion valve. Is it truly the valve or just the valve core that needs to be replaced?

The expansion valve (TXV) is more complicated than a tire valve.
