Default AC button activates Idle bump and passenger side fan, no power to clutch or other fan

1994 Accord EX VTec. Verified proper freon charge amount. When the AC button is on, the passenger side cooling fan activates and the IAC bumps the idle up but does not send power to the driver side cooling fan, or to the compressor clutch. I've jumped the PSI switch, the T-Stat, and verified the clutch and driver side fan does engage with 12V supplied directly from the battery. Swapped both relays at the radiator with NEW parts, and checked ALL fuses inside and under the hood. All were good. AC was working and all of a sudden stopped. Relay harnesses have 1 12V hot wire when probed.

Any help greatly appreciated. Also I checked wiring the best I could and don't see any visible damage.

anyone? should i go to the ECM and check the ground circuit?

sounds like the fan timer/control unit might be bad
