Dried up sticky substance, HELP to take it off?!
Whoever had the car before me seemed to think it was ideal to put some sort of glue? to hold up the license plate I guess. Now I can't seem to figure out exactly what was used nor how to get it off. HELP! Goo Gone didn't work.

Depends what it is?
is the paint smooth in those areas?
could be that they used crazy glue and the glue got behind the clear coat. At that point it has to be repainted.
If you can feel the glue with your finger. Probably sand as buff is next option.
