First off, do you have any mods?
If you have mods(new exhaust or air filter), then its probably carb related(time to re-jet and/or clean the carb).
It is worth it to clean your carb either way. Also, buy premium gas & a new fuel filter.
If your Ruckus is stock, it could be because you're hitting the rev limiter & top speed.

Thanks for the reply and advise. I have only had it for a few week and it does have aftermarket air cleaner and exhaust and I am not sure if it was jetted when it was modified. Havent found the brand yet but I am searching around.
