2004 civic dx auto doesnt shift into overdrive

car runs fine no cel but doesnt shift into top gear or converter isnt locking up because it is revving too high on the freeway

It sounds like you answered your own question... It's either a fuse, shifter solenoid, or the torque converter. Hard to diagnose without more info.
