Seat belt won't go up in my 1991 Integra.
If there is a little bit of tension pulling on it this may work... Honda has a "shop talk" article that says to fully extend the belt, wash with a mild detergent and water solution then let it air dry. If this doesn't work, and the belt isn't twisted I'd say get a new belt.
I called my local Acura dealership and they wanted to diagnose it for 140$. The vehicle is also gutted back only (previous owner)
Call a different Dealer ship the seat belt should be under warranty and they shouldn't have to charge for that, if its broken its broken! they cant blame you or anything else but themselves for safety features that fail on the car.
