2006 Civic EX 2dr - A/C gets warm at stoplights

I think the A/C gets warm to maybe save gas? Does the car turn the compressor off when it’s only idling at a complete stop? Is there a fix that would keep the A/C cold in stop & go traffic? When the car is driving, it’s nice and cold.

check that both fans are running when the compressor kicks on

condenser might be fouled, or there is insufficient coolant charge in the system?
