Default sticky steering

My hi-mile, (237k) 2ws, 5g has developed a problem. The steering feels as though it has molasses in the system. No noise, no grinding, no free play, accurate response but a higher effort than usual. It also requires help to return to straight ahead after a turn. I have replaced the pump and refilled with Honda fluid. Now what?

could just be the rack finally going bad, especially if the pump replacement didn't result in a change at all

normally when it stops returning the rack is bad
