FUSE #13 99 ACCORD
DRIVERS SIDE FUSE PANEL 99 ACCORD 3.0 I'M NOT GETTING POWER TO THE FUSE PANEL ON #13 THE COVER SAYS ITS FOR (STS) DOES ANYONE KNOW WHAT THAT MEANS OR WHY IM NOT GETTING POWER TO THAT FUSE ?

Driver's side under-dash Fuse No. 13 is the "Starter Signal" fuse. That fuse only gets power after the starter cut relay sends power through to Fuse No. 13.
For the starter cut relay coil to get energized, to close the relay contacts and allow power to Fuse No. 13, the following are required:

For the starter cut relay coil to get energized, to close the relay contacts and allow power to Fuse No. 13, the following are required:
- Ignition switch has to be in the "START" (III) position to allow power (+) to the starter cut relay, and
- Transmission Range Switch (A/T) sends ground signal (-) to starter cut relay, or
- Clutch Interlock Switch (M/T) sends ground signal (-) to starter cut relay
